Key institutions including the Customs Division of the Ghana Revenue Authority (GRA), Ghana Ports and Harbours Authority (GPHA), Meridian Port Services (MPS), Ghana Link Network Services, freight forwarders, shipping lines, terminal operators, and logistics providers have all declared their readiness, calling the new system a “game-changer” for the logistics sector.

Initially introduced by former President John Dramani Mahama during his first administration, the policy aims to transform the operational landscape at both Tema and Takoradi Ports by enabling critical services to function continuously, 24/7.

Customs Fully Prepared for Transition

Speaking at the Customs Joint Consultative Committee forum, Assistant Commissioner Theresa Potakey, Tema Sector Commander of the GRA Customs Division, assured the media that “Customs is ready.” She revealed that the GRA Board has approved additional staff deployments to support the rollout.

“This will boost productivity and reduce vessel turnaround time, a key measure of port competitiveness,” she said.

Freight Forwarders and Private Sector Voice Support

Chairman of the Ghana Institute of Freight Forwarders (GIFF), Johnny Mantey, called the development a “dream come true,” especially for Tema Port, which handles a significant portion of Ghana’s maritime trade. He emphasized the importance of complementary investments in infrastructure like road networks, lighting, sanitation, and 24-hour banking to ensure the initiative’s success.

Director of Operations at Ghana Link Network Services, Reymond Amaglo, affirmed that the Integrated Customs Management System (ICUMS) will serve as the digital engine driving the uninterrupted clearance of goods.

Coordination Key to Success

Stakeholders from the Ship Owners and Agents Association of Ghana (SOAAG), including Adam Imoro Ayarna, stressed the need for public-private coordination, especially since many shipping lines already operate around the clock.

“We must ensure Ghana’s ports remain competitive, efficient, and responsive under this new economic model,” he stated.

Burkinabè importers also welcomed the plan but urged the GPHA and its partners to publish a detailed action plan to help align expectations and track deliverables.

Ghana’s Ports Set for a New Era

The introduction of the 24-hour economy model at Tema Port is seen as a bold step towards improving Ghana’s logistics and trade infrastructure. The initiative supports broader national goals of becoming the preferred gateway to West Africa, enhancing both regional integration and international trade.
