Mahama Pledges Fee Refund for First-Year Tertiary Students Starting September 2025

Former President John Mahama has announced a bold educational policy: a full refund of academic fees for all first-year tertiary students enrolling in September 2025. The initiative, unveiled during his nationwide Thank You Tour in Koforidua, Eastern Region, underscores his administration’s continued focus on equitable access to education.

Speaking to a large gathering at Jackson Park on Sunday, 20th July, Mahama declared that funding for the initiative is already secured:

“In September, the new batch of first-year students who will be enrolled, money is ready to be reimbursed for their academic fees,” he announced to loud applause.

This policy is part of the government’s flagship ‘No Fees Stress’ policy — a strategic, equity-based intervention aimed at dismantling financial barriers to tertiary education. It particularly targets students from disadvantaged communities, and aligns with Mahama’s broader human capital development and social protection agenda — themes central to his 2024 campaign platform.

Further strengthening his commitment to the education sector, the President disclosed that the government had cleared six months of unpaid allowances owed to students in nursing and teacher training colleges.

“We have also paid six months’ arrears of allowances for students at the nursing and teacher training colleges,” he affirmed, adding, “We promise that they will receive their allowances every month.”

This announcement marks a significant step toward reducing educational inequality and bolstering support for young learners and trainee professionals across Ghana.
